Council of Europe: Draft Guidelines to Promote, Protect and Fulfil Children's Rights in the Digital Environment Make No Mention of Children's Exposure to Electromagnetic Radiation

It would be very helpful if someone could clarify this for us.  

The Council of Europe has issued a draft document, comments due by 4 September 2017: "Guidelines to promote, protect and fulfil children’s rights in the digital environment", applying to all children under the age of 18 in the 47 Member States of the Council of Europe. It seems to cover subjects such as child sexual abuse, bullying, protection of personal data, etc. and to promote digital education. After a quick perusal of the document, we see no mention of the mental and physical risks of exposing children to the electromagnetic radiation (EMR) emitted by digital technology. The right to health and well-being is a fundamental human right that seems to be neglected in this document, in the context of EMR exposure.

A coalition of California environmental, health and community groups, "California Alliance for Safer Technology," announces the launch of a radio and social media campaign to raise awareness of pending legislation eliminating local control over placement of wireless antennas in communities throughout California. The campaign, in San Diego, San Francisco and Los Angeles, is based on mounting evidence that exposure to wireless radiation is associated with an increased risk of cancer and neurological and reproductive problems.

"This is a basic issue of involuntary exposure and the right of citizens to protect their own health and safety," says Ellen Marks, founder of the California Brain Tumor Association. "We're not against technology, but 5G has not been proven safe. People should have a right to decide if they want a powerful radiation-spewing antenna in front of their home or not."

“Next time you pass a church, look up and take a closer look at its steeple,” says DCG Real Estate, which helps churches to market themselves to telecoms. “There’s a reasonably good chance it’s a cell tower.”

Not only are church steeples desirable locations for the telecoms, but the churches, mosques and temples appear eager to buttress their incomes in a way that involves little effort and no cost.

AUSTIN (KXAN) – The City of Austin sued the State of Texas in Federal Court over its massive new telecommunications law, SB 1004, which takes effect Sept. 1. This year, lawmakers decided to take away much of city’s power to regulate the installation of cell service and wireless internet, and the City of Austin wants to go to court.

In order to bring faster and better quality internet to cell phones — including preparing for the capability to 5G internet — state lawmakers made it easier for major telecommunications companies to put up small cell towers on public right of way. The new law would allow telecom companies to use streetlights, street signs and utility poles with less oversight from cities in Texas.

EasyJet is to fit filters to stop toxic fumes entering its passenger cabins and cockpits in a move seen as the industry’s first acknowledgment of “aerotoxic syndrome”.

The condition, long denied by airlines, is feared to be responsible for several deaths of pilots and crew and hundreds of incidents where pilots have fallen ill, sometimes at the controls. Frequent flyers and young children could also be affected, it is claimed.

California firefighters are used to saving lives, and if SB 649 passes through the California Legislature this week, it looks like the lives they may be saving are their own.

For the first time in U.S. history, a health exemption has been granted to firefighters for their stations in California. The state’s firefighters have a history dating back to the late 1990s of fighting to get cell towers off their stations, and in a preemptive move the firefighters asked for and the legislators granted an exemption from SB 649.

This legislation, the “Wireless telecommunications facilities” bill, is essentially a telecom takeover giving wireless carriers the right to force cities and counties to lease available lampposts, the right-of-way and public buildings – with the exception of fire stations.

The Calif. Brain Tumor Assn. condemned passage of a bill Sept. 14 that allows proliferation of cell towers for the new 4G and 5G cellphone transmitting devices.

The Calif. Assembly voted 46-16 with 17 abstentions and the Senate voted 22-10 with 18 abstentions for a bill that forces local communities to lease their land to telecom companies for the new generation of cell towers that are needed every 5-10 houses according to some estimates. It now goes before Gov. Jerry Brown who could veto or not veto it.

CBTA said, "The burning question Gov. Brown should be asking himself as he makes a decision that could change California forever is this: If we exempt fire stations to protect firefighters, why are we allowing cell towers throughout neighborhoods, in front of preschools, schools, hidden in church steeples, on lampposts, utility poles and on most public buildings if these are too dangerous for fire stations?"

Researchers have found that where power lines cross the motorway, more accidents occur. They suspect that electrosmog can lead to brief unconsciousness in drivers.

It happened on the Kantonsstrasse between Reigoldswil and Ziefen BL: A brand-new bus from Autobus AG Liestal went off the road in the summer of 2009, passed a stream bed and came to a halt on a forest edge. The passengers were not injured, but the chauffeur suffered a bleeding wound on his head. The police said the accident had occurred because the chauffeur had "lost consciousness" for a short time.

Flight attendant Kerstin Konrad still remembers her first "fume event" - as the industry calls air inside the aircraft that is possibly contaminated.

"On the flight, passengers were asking for headache tablets," Konrad told DW.

Passengers had noticed a peculiar smell at the back of the plane and the captain asked her to check it out, she says. "I went back and sniffed the air nozzle."

"I immediately got a headache and a tingling sensation in my limbs that spread like numbness." She says she then became dazed and so confused she could not perform even the simplest task. "I could not sort the juices on the trolley anymore, which sounds crazy."

 Asbestos isn’t just the biggest industrial killer of all time, it is also a massive drain on the economy, new research has confirmed.

Canadian researchers estimated the lifetime cost of newly diagnosed lung cancer and mesothelioma cases associated with occupational and para-occupational [typically exposed family members] asbestos exposure for the calendar year 2011, including healthcare, productivity and output, and quality of life costs. In the year there were 427 cases of newly diagnosed mesothelioma cases and 1,904 lung cancer cases attributable to asbestos exposure.

The researchers estimated the economic burden at $C831 million (£515m) in direct and indirect costs for the total 2,331 newly identified cases of mesothelioma and lung cancer and $C1.5 billion (£0.93bn) in quality of life costs. The calculation is based on a value of $C100,000 (£62,000) per quality-adjusted life year. This amounts to $C356,429 (£221,000) and $C652,369 (£404,000) per case, respectively.

High schools in Maple-Ridge and Pitt Meadows are cutting off students from one of their favourite things: social media.

School District 42 has re-configured its school Wi-Fi networks to block access to popular sites such as Snapchat, Facebook, Instagram and Netflix.

Irena Pochop, the senior manager of communications for the district, said the changes come at the request of the secondary school principals.

"They were concerned that certain social media platforms were a distraction in the classroom, so they came to the district to see what we can provide at the district level," Pochop said.

The controversial cholesterol-lowering drugs are taken by millions in the UK, although critics warn reactions, such as muscle pain, depression, fatigue, impaired memory and stroke, can outweigh the benefits.

They are prescribed to people with a raised risk of heart problems, although experts say this takes in most men over 50 and women over 60.

A study has suggested that millions in their 20s and 30s could also benefit.

But Sir Richard Thompson, ex-president of the Royal College of Physicians and the Queen’s former doctor, said more checks were needed before the move was considered.

Q: Can fitness trackers, like Fitbit, cause cancer or other health problems?

A: There’s no conclusive evidence that wearable technology devices, which emit low-powered, non-ionizing radio frequency (RF) energy, are either safe or risky. Typically worn all day and sometimes at night, the devices use low-powered Bluetooth technology, Wi-Fi, or a 3G/4G connection to send data (such as the number of steps you take) to your smart phone, computer, or cloud storage. The Federal Communications Commission (FCC) sets limits for how much RF energy the devices can emit.

Proponents of the devices maintain that the level of RF energy emitted is too low to be of concern. But some experts, including Joel Moskowitz, Ph.D., at the UC Berkeley School of Public Health, believe that biological effects could occur even at low RF levels because of interference with the normal electrical fields generated by processes within body cells, particularly those involving proteins and genes.

A hacking campaign is targeting the energy sector in Europe and the US to potentially sabotage national power grids, a cybersecurity firm has warned.

The group, dubbed “Dragonfly” by researchers at Symantec, has been in operation since at least 2011 but went dark in 2014 after it was first exposed, secretly placing backdoors in the industrial control systems of power plants across the US and Europe.

WASHINGTON — A company interested in building dozens of new cellphone towers near schools in Prince George’s County has called off those plans.

Milestone Communications signed a deal with Prince George’s County Public Schools in 2011 in hopes of putting up cellphone towers near as many as 70 school properties.

But there has been strong opposition from the community.

“Parents raised concerns about the placement of towers on the property, some citing health concerns and others just … worried about their property values,” said Wesley Watts, the school district’s chief operating officer.

Risk factors such as high blood pressure, high cholesterol, being diabetic, or cigarette smoking, have long been used as predictors of developing heart disease.

However, a recent study by Heart Research Australia’s Professor Gemma Figtree, published in the European Journal of Preventive Cardiology, has found that there is an increasing proportion of heart attack patients without any standard risk factors, such as high cholesterol.

The Eternal Flame Church in Cape Town has turned down an offer to have a cellphone mast placed on its new 9m-tall steeple, despite being offered a monthly rental payment.

According to a report in the Sunday Times, Pastor Charles White said “a company” approached it with the offer – which included a monthly rental payment of R35,000 [USD2,717].

“We sided with the community that the mast is dangerous to children and health in close proximity,” said White.

He added that his hair started falling out when he worked at his previous office, which was near a cellphone base station.

Retired Canadian Army Captain Jerry Flynn has spelled out the dangers of microwave radiation in a 1,300-word letter to Prime Minister Justin Trudeau and Minister of Health Ginette Taylor.

A total of 745,000 pacemakers have been confirmed as having cyber-security issues that could let them be hacked.
The Food and Drug Administration revealed that 465,000 pacemakers in the US were affected, in an advisory note about a fix to the problem.

The pacemaker's manufacturer, Abbott, told the BBC there were a further 280,000 devices elsewhere.

The flaws could theoretically be used to cause the devices to pace too quickly or run down their batteries.

However, Abbott said it was not aware of any cases of this happening, adding that it would require a "highly complex set of circumstances".

The Department of Homeland Security has said that an attacker would need "high skill" to exploit the vulnerabilities.

Recently a group of parents and I started to discuss the mounting pressure to give our children their own smartphones at an early age.

We questioned why so many young children at school, sports, and parties are glued constantly to their smartphones. We wondered why on earth a first grader needed the latest iPhone 7. We agreed that the average age a child receives a smartphone—10 years old—is too young considering all the risks the device poses.

Smartphones are extremely distractive and addictive. The unrestricted access to the internet exposes them to sexting, cyber-bullying, and sexual predators. Plus, children are not emotionally equipped to navigate tricky social media waters. Viewing someone else’s highlight reel on social media often leads youth to think they are missing out or are not enough compared with their peers.

Many moms and dads said they wanted to wait as long as they could but knew it would be an uphill battle. So many parents we knew wished they had waited, but gave their child a smartphone because they did not want their child to be socially isolated without one. Social pressure was the number one reason parents caved on the issue.

Wireless technology must be removed from schools, libraries, and other public buildings because it is carcinogenic, is an endocrine disrupter, and causes other detrimental biological effects.

Wireless technology — used by cellphones and other devices — works by sending messages encoded in radiofrequency (RF) radiation, often in the microwave range. For instance, Wi-Fi operates at the same frequency as microwave ovens.

The Federal Communications Commission based its safety standard for RF exposure on the amount of tissue heating, but evidence shows that tissue heating is not the only mechanism by which RF radiation can cause harm.

By age 7, a child will have spent an entire year of his life in front of a screen. At age 18, three whole years. The British Medical Journal’s 2012 report sends shivers up the spine. Since spring, voices are raising to denounce the dangers of TV, smartphones, tablets and other consoles for babies and young children. Dazzled by these devices which sometimes even captivate us, we have under-estimated their negative effects on our offspring.

At the end of May, Le Monde published a warning from twelve professionals. Pediatricians and child psychiatrists, psychologists, speech and language pathologists raised a “major public health issue”. Overexposure to digital technology causes a host of ailments. Whatever the social environment, these specialists describe children who are not developing normally: they do not speak, they do not communicate, they are very agitated or, conversely, they are passive. According to the authors, these disorders are similar to the symptoms of autism, with the major difference that they disappear when screens are removed.

In July 2017, the Child and Youth Service of the Department of Public Instruction, Geneva canton, issued a note on the risks of digital technology to health which must be transmitted to all teachers at the start of the school year. The Service reminds us that screens also affect sleep and eyesight, and favor the development of diseases such as type 2 diabetes, cardiovascular disease, and obesity. The note briefly mentions electromagnetic radiation (in the context of cancer risk and the precautionary recommendations by the Federal Office for Public Health regarding use of Wi-Fi- WLAN). It is our hope that this note will also be sent to all physicians, especially pediatricians.

In the course of the last two decades, the use of MITIC (media, images and information and communication technologies) has grown tremendously and children’s access to screens, limited up until now to television, has considerably developed. Today, young children are already exposed to these technological devices. The concerns of the medical and educational world about the possible effects on the health and development of children are the subject of more and more studies and publications.

The use of digital technology for educational purposes and in teaching is gaining momentum. It is important to know the health effects of MITIC and to take into account that the use of these devices for entertainment purposes is also increasing. Most of the problems described below are all the more important as the use of screens comes early and is prolonged. The introduction of digital technology in school is also an opportunity to communicate preventive messages to children and young people for an optimal use of these devices.

BOSTON - Rep. Carolyn Dykema, D-Holliston, presented a bill on Wi-Fi sensitivity in schools at a joint hearing at the Statehouse Tuesday.

“Today was really an opportunity to be heard,” Dykema said, after Tuesday’s hearing.

The bill, H.2030, is one of five before the Legislature this session addressing constituent concerns that the internet signals coming from wireless devices can make people ill.

Three House representatives and one senator are named as petitioners on the bill, which directs the Department of Elementary and Secondary Education to develop best practices and guidelines for purchasing and installing wireless internet in schools. The bill touches on the “health and safety of public school students and staff.”

Update on National Toxicology Program Results of Experiments Regarding Cell Phones

The National Toxicology Program has been conducting experiments in rats and mice on potential health hazards from cell phone radiofrequency radiation. NTP released a report on some important study findings on May 27, 2016. The complete results from all the rat and mice studies will be available for peer review and public comment by early 2018.

The report, “Report of Partial Findings from the National Toxicology Program Carcinogenesis Studies of Cell Phone Radiofrequency Radiation in Hsd: Sprague Dawley SD Rats (Whole Body Exposure),” is available at http://dx.doi.org/10.1101/055699.

The findings in this report were reviewed by expert peer reviewers selected by NTP and the National Institutes of Health. These reviews and responses to comments are included as appendices to this report, and revisions to the current document have incorporated and addressed these comments.

The National Toxicology Program (NTP) will release the “complete results” of its $25 million project on cell phone cancer risks early next year, according to a statement posted on its Web site yesterday.

“The complete results from all the rats and mice studies will be available for peer review and public comment by early 2018,” the NTP states. The animals were exposed to GSM or CDMA radiation for two years before they were sacrificed and evaluated for signs of cancer.

The NTP report had been expected by the end of this year.

The final report has been highly anticipated since the spring of last year when the NTP announced that cell phone radiation increased the incidence of tumors in the brain and heart of male rats. At the time, the NTP posted some partial results from the rat experiments. No details of the mice studies have yet been made public. The early release followed a story on the findings in Microwave News.

Whoever coined the phrase “sleeping like a baby” certainly didn’t live in the high-tech age. Indeed, new studies show that babies are losing sleep and touch screens are to blame.

Now, it’s long been known that too much staring at the screen isn’t good for any of us, but when it comes to babies, toddlers and small children in general, the lack of sleep at a crucial stage of growth may actually impair cognitive development, as Salon recently reported. And yet everywhere you go, you see toddlers clutching iPads in their strollers and babies gawking at iPhones while mom waits in a supermarket line. Our devices have come to impact so many of our daily activities that our children are growing up bathed in a digital glow.

Doctors and other health professionals may see patients who report symptoms following a ‘fume’ event – an unusual odour, mist or smoke – on an aircraft. The pattern of symptoms reported is quite variable and health professionals have asked for guidance on how best to manage such patients.

The Care Pathway has been developed by an independent working group including experts in toxicology, epidemiology, aviation medicine and primary care, in order to provide advice to health professionals in managing such patients. The working group has also developed an information sheet for patients.

A LACK of sleep doesn’t just turn children into a grumpy handful, it may also accelerate their cellular ageing – a process that could have long-term health effects.

Telomeres – the caps at the ends of our chromosomes – get shorter every time our cells divide, and when they get too short, it is thought that cells are no longer able to divide to repair and replenish the body – a sign of ageing. Some small studies in adults have suggested that sleep might be linked to telomere length.

Abstract

In May 2011 the International Agency for Research on Cancer (IARC) evaluated cancer risks from radiofrequency (RF) radiation. Human epidemiological studies gave evidence of increased risk for glioma and acoustic neuroma. RF radiation was classified as Group 2B, a possible human carcinogen. Further epidemiological, animal and mechanistic studies have strengthened the association. In spite of this, in most countries little or nothing has been done to reduce exposure and educate people on health hazards from RF radiation. On the contrary ambient levels have increased. In 2014 the WHO launched a draft of a Monograph on RF fields and health for public comments. It turned out that five of the six members of the Core Group in charge of the draft are affiliated with International Commission on Non-Ionizing Radiation Protection (ICNIRP), an industry loyal NGO, and thus have a serious conflict of interest. Just as by ICNIRP, evaluation of non-thermal biological effects from RF radiation are dismissed as scientific evidence of adverse health effects in the Monograph. This has provoked many comments sent to the WHO. However, at a meeting on March 3, 2017 at the WHO Geneva office it was stated that the WHO has no intention to change the Core Group.

According to medical records reviewed exclusively by CBS News, a U.S. doctor who evaluated American and Canadian diplomats working in Havana diagnosed them with conditions as serious as mild traumatic brain injury, and with likely damage to the central nervous system.

The diplomats complained about symptoms ranging from hearing loss and nausea to headaches and balance disorders after the State Department said "incidents" began affecting them beginning in late 2016. A source familiar with these incidents says officials are investigating whether the diplomats were targets of a type of sonic attack directed at their homes, which were provided by the Cuban government. The source says reports of more attacks affecting U.S. embassy workers on the island continue.

As debate swirls across the internet about social media and its effect on teenagers, one Austin mom has created a movement to try to delay introducing smartphones to children until they are at least 14 years old.

In an effort to persuade and support families in her children's elementary school to wait until their kids were at least 14 or in 8th grade to give them smartphones, Brooke Shannon created the Wait Until 8th pledge last spring, which asks parents to promise "not to give your child a smartphone until at least 8th grade as long as at least 10 other families from your child’s grade and school pledge as well."

"Our hope is to create a support network for those parents who would like to wait on giving their child a phone," Shannon told TODAY Parents. "Every family has various circumstances and dynamics that will shape this decision. We hope by creating this pledge, parents that would like to wait will feel more empowered to do so."

The pledge has become a full-blown movement now, with over 2000 commitments from parents in over 500 schools and in 49 states.
